    BOLIVAR R-1 SCHOOL DISTRICT REQUEST FOR QUOTE (RFQ)

    PROJECT: Bolivar Middle School Parking Lot / Pavement Improvements

    LOCATION: Bolivar Middle School, 604 W. Jackson St., Bolivar, Missouri

    REFERENCE: Palmerton & Parrish, Inc. Geotechnical Report (Project No. 26-0613)

    1. PROJECT OVERVIEW The Bolivar R-1 School District is seeking quotes from qualified paving and construction contractors for pavement improvements across three existing parking lots at Bolivar Middle School. To ensure consistency and longevity, bidders are required to bid exactly to the specifications and remedies outlined below, which were developed by our geotechnical engineering consultants. The full geotechnical report is attached and is considered to be a part of the contract and bid documents.
     

    2. GENERAL PAVEMENT SPECIFICATIONS

    • Asphalt: Minimum 3-inch total thickness of MoDOT BP-2 Surface Mix.
    • Base: Aggregate base must be granular compacted crushed limestone conforming to MoDOT Standard Spec 1007 (Type 1 or Type 5).
    • Add Alternate: Bidders should include an add-alternate price for increasing the asphalt thickness to 4-inches in the drive lanes only, for added pavement life.
    • Elevations: A critical component of this project is matching elevations in the field. New pavement must properly tie into existing sidewalks, curbs, and adjacent pavements to maintain proper slopes for safe access and drainage, while still achieving adequate pavement thickness.
    • Restriping: The contractor is required to provide professional restriping for all three parking lots. All pavement markings, including parking stalls and designated handicapped stalls, must be applied according to current ADA (Americans with Disabilities Act) standards.

    3. BIDDER QUALIFICATIONS & REQUIREMENTS

    • Insurance Coverage: Bidders must provide proof of adequate commercial insurance coverage. The selected contractor must maintain Commercial General Liability, Workers' Compensation, and Commercial Auto Insurance throughout the duration of the project, and may be required to name the Bolivar R-1 School District as an additional insured prior to the commencement of work.
    • References: Bidders must include a minimum of three (3) professional references from recent clients for projects of similar scope and size, including contact names and phone numbers.

    4. SCOPE OF WORK BY AREA
    North Lot (Approx. 4,267 sq. ft.)
    • Subgrade: Strip existing grass/topsoil, excavate for pavement section, and proof-roll.
    • Base: Install 6 inches of new aggregate baserock.
    • Notes: Coordinate with the District regarding potential tree removal on the north side of the entrance drive prior to commencement.
    Middle Lot (Approx. 15,893 sq. ft.)
    • Subgrade: Perform minor surface grading on the existing 6-inch aggregate baserock. No new baserock is required.
    South Lot – Geothermal Well Field Area (Approx. 21,787 sq. ft.)
    • Subgrade: Remove an additional 6 inches of depth, re-grade smooth, and re-compact the area.
    • Geogrid: Place Tensar HX5.5 geogrid over the subgrade to reduce future depressions over the existing well heads.
    • Base: Install 12 inches total thickness of aggregate baserock over the geogrid (the bottom 6 inches may consist of clean, re-used existing baserock).
    • Notes: Contractor must field-verify the exact depth and location of the geothermal well field and piping to avoid damaging buried utilities.
    South Lot – Remaining Area (Approx. 22,153 sq. ft.)
    • Subgrade: Excavate for pavement section and proof-roll.
    • Base: Install 6 inches of new aggregate baserock.
    • Drainage System: To address past surface seepage, install 3 rows of trench drains (min. 18" wide x ~2 ft. deep). Trenches must be backfilled with compacted clean stone, wrapped in Mirafi 140N (or equivalent) filter fabric, and utilize 4" perforated HDPE corrugated drain pipe. Pipes must slope for positive gravity drainage and connect to the existing south inlet box.
     

    5. CONSTRUCTION OBSERVATION Please note that Palmerton & Parrish, Inc. (PPI) will be retained by the District to perform
    construction observation, materials testing, and subgrade proof-rolling evaluations throughout the project.
     

    6. PROJECT TIMELINE / CONSTRUCTION WINDOW To minimize disruption to school operations, all work must be
    performed during a defined construction window between June 1 and August 1, 2026. The project must be fully completed and all
    equipment removed from the site before the start of the new school year.

    BOLIVAR R-1 SCHOOL DISTRICT REQUEST FOR QUOTE (RFQ)

    PROJECT: Tricycle Track (Itty Bitty City) Pad and Slab Construction

    LOCATION: Early Childhood Learning Center (ECLC) Campus, 1400 E. Forest Street, Bolivar, MO

    1. PROJECT OVERVIEW The Bolivar R-1 School District is seeking quotes from qualified concrete and construction contractors for the installation of a 60' x 60' concrete pad at the Early Childhood Learning Center (ECLC). The selected contractor will be responsible for full site preparation, concrete pouring, and final site restoration to deliver a turnkey finished product.

    2. SCOPE OF WORK & TECHNICAL SPECIFICATIONS The exact location for the installation on the ECLC campus has been pinpointed and will be shown to bidders upon site visit. The contractor shall provide all labor, materials, and equipment necessary to complete the following:

    • Dimensions: The finished concrete slab will measure approximately 60' x 60'.
    • Base Preparation: The contractor must build a leveled, foundational pad utilizing clay.
    • Concrete Slab: A 4” concrete slab, reinforced with 6x6x1.4x1.4 welded wire mesh, poured on a minimum of 4” compacted base rock - and finished directly on top of the prepared clay base.
    • Site Restoration and Landscaping: Upon completion of the concrete work, the contractor must restore the surrounding site. The contractor must backfill the perimeter of the new slab with black dirt, grading it to transition smoothly into the existing surrounding grade. The freshly laid dirt must be fully sowed with grass seed and covered with straw to protect the seed and promote growth.

    3. TIMELINE & INVOICING CONSTRAINTS Time is of the essence for this project, which is on a strict timeline. The entirety of the project must be fully completed and billed to the district before June 30, 2026, which is the end of the District’s current fiscal year. Bidders must confirm their ability to meet this strict completion and invoicing deadline in their proposal.
